Abstract

The need to reform our municipal plant has been a recurring debate for years, in which a clear discrepancy has been manifested between the doctrine, which mainly proposed the suppression of the smaller municipalities, and those responsible for carrying it out who have not assumed a clear commitment in this regard. Concern for depopulation integrated into the so-called demographic challenge seems to imply a paradigm shift that manifests itself in concern for revitalizing small municipalities. The purpose of this study is to analyze these issues, based on the reality of our municipalities with the smallest population, rural in nature and at risk of depopulation, the current legal regime and the planned reforms with the approval of a basic statute.
