Abstract

Law 7/2021, «for the sustainability of the territory in Andalusia», brought about a substantial change in the structures of urban law in this territory. But it was a minimum law, with continuous references to a subsequent regulatory development that has taken shape with Decree 550/2022. The Development Regulation covers all the areas in which urban planning is structured: planning, execution of urban plans and urban discipline. It seems, at first reading, a complete text that offers normative solutions to all referrals and references that the Law delegated to it, but that also presents some dysfunctions, contradictions and gaps that this article tries to explain
