Abstract

On December 23, 2021, the new legislative proposal for Andalusia was enacted. Law 7/2021 to Impulse of the Sustainability of the Territory in Andalusia (LISTA) has replaced the already exhausted LOUA of 2002. It was in force for almost twenty years and after 16 modifications it was already an exhausted product. The new population demands, the socio-economic changes, the modern regulatory proposals in force at the national and European levels, and some other variables, required a new legislative proposal that would degrease the stagnant instruments of territorial and urban planning -and its approval procedure -, streamline the arrangement processes and provide effective solutions to the many serious problems that urban planning drags on in our Community in terms of inspection, intervention and discipline. While waiting for the approval of the bylaw for the development of the Law, very sparing in the treatment of some of its proposals, the bet seems decided. Although, as is well known in this type of regulation, only time and the success of public and private operators in handling it will make the text a successful bet or a law in need of successive adaptations to the reality of things
