This report analyzes the impact that the management of the health crisis caused by the SARS-CoV-2 coronavirus pandemic has projected on the Autonomous State. The declaration of the first state of alarm, the immediately subsequent stage of a “new normality”, as well as the second alarm were activated to contain the advances of the second wave of infections, but reveal very different features from the perspective of the territorial management of the health crisis. Taking into consideration the existence of a different approach to the phenomenon, a dynamic of variable intensity is observed regarding the effectiveness of the principle of territorial decentralization in matters of public health
