Abstract

The political and electoral changes that occur periodically in a series of institutions, such as party systems, governments and parliaments, have an impact on public policies. This paper considers the possible relationship between these political changes and the development and approval of territorial plans in the Spanish Autonomous Communities. The comparative method is proposed as a means ofstudy and preliminary criteria are established in order to identify similarities and differences between Autonomous Communities and to link the phases of plan elaboration to the political issues in whichthey are developed.
