Resum

Entering the European Union in 1986, Spain, as the rest of the Member States, transfers, as it is stabilised in the framework of the Treaties, a series of sovereign competences in favour of the communitarian institutions. Being Spain an autonomic State, constituted by a medley of autonomic entities, it transfer, as well, competences to the mentioned entities, which are regulated by its correspondent Statutes. Both transferences, ad extra and ad intra, find it selves supported by the Spanish Constitution. In this context, the European Union promotes a series of communitarian policies that have as main objective the development of the European regions, through structural actions and economic aids. The Autonomic Community, to make its voice been heard in the European Institutions when these are resolving on questions atributed to the Andalusian Administration. Also, from a very important sentence of the Spanish Constitutional Court, it has been admitted the possibility for the Autonomic Communities to open a representation Office in Brussels. In this context, the Junta de Andalucía (Autonomic Goverment) enacted a Decree, in 1995, in which it formalises the opening of a Delegation in the communitarian capital, for the defence of the interest of Andalucía before the European Union Institutions.
