Abstract

International financial organizations support tourism in achieving its economic development and poverty reduction goals. Further- more, these entities understand financial inclusion as part of their action policy. However, some studies show that the financing of tourism by these organizations does not favor the financial inclusion of the population, and that they lack a common strategic approach in this regard. The foregoing explains the need of establishing a plan that guides the policy to be fol- lowed in the financing of tourism, so that the actions by financial orga- nizations become as inclusive as possible. Therefore, this work seeks to present the results of the process of elaboration of a strategic approach to this issue based on a previous bibliographic review and a questionnaire to a panel of ten international experts. This approach establishes the im- portance of allocation processes, the creation of awareness on the matter, control systems, and non-financial support.
