La participación española en la Cooperación Estructurada Permanenteoportunidades y desafíos para la industria de defensa nacional

Abstract

Permanent Structured Cooperation (PeSCo) offers innumerable opportunities not only as regards the development of common capabilities and the strengthening of European crisis management tools, but also it potentially reinforces the defence industries of those participating Member States. In particular for Spain it might stimulate its national defence industry by becoming part of the European vanguard, and improve its competitiveness in a highly competitive international market by means of collaboration with the leading companies in the defence industry and fostering the transfer of knowledge in a hyperconnected industry. To do so, however, national defence industry will have to face several challenges, particularly linked to its high level of fragmentation and medium size in comparative terms. Moreover, participating Member States must observe the commitments that they acquired when the PeSCo was launched, demanding in the Spanish case several previous political and economic reforms aiming at encouraging the leverage effect of the novelties and opportunities introduced by this new framework for cooperation.
