Abstract

The generality of social and legal doctrine has appreciated two socially significant effects of the so-called Law of Dependence: the implementation of the "Fourth Pillar of the Welfare State" and the promotion and consolidation of a source of employment partially qualified and closely linked to the location of the dependent persons. The global economic crisis, coeval with the publication of this Law, strongly moderated the expectations placed on it through a secondary legislation that has diminished its beneficial effects. Even so, the positive effects in the creation of employment are evident and have occurred in four directions: a) Creation of professional employment; b) Protection of non-professional caregivers; c) Creation of service companies; d) And hiring of social workers. All of them have in common the professionalization of the social care and the creation of local employment.
