Resumo
It's not a matter of debate the importance and influence of higher education over the economic development of a region, given the positive effects provoked on its productive system when there are skilled human resources. This assumption has shaped the design of university policies, carried out in Andalucia in recent years, making it possible for the university network to spread out as well as a mass access to the university learning on the part of Andalusian youth. The paper tries to show the weaknesses and strengths of the university policies implemented in the Andalusian Community when in 1986 the autonomous government was in charge of the competencies dealing with porvision and organisation of this educational segment.
