Abstract

The new Decree-Law 2/2020 provides for Andalusia a battery of proposals that try to boost the productive fabric in these moments of crisis, some in urbanistic matters. Some are aimed at putting into practice the policies recommended by the Services Directive of 2006, replacing licenses with responsible declarations or previous communications for “minor” matters (first occupation licenses and minor construction licenses); and another, of great significance, is aimed at simplifying the procedure for approving urban plans, which were de facto causing the stagnation of the processes of adaptation and regeneration of the urban fabric throughout the Community. The peremptory nature of this measure was demanded by the singular procedural labyrinth in the approval of Urban Plans in the last two decades of ineffectiveness in the Andalusian administration.
