Zusammenfassung
The treatment of the International Development Cooperation has not been always linked with the new development human right, although the first has as a main and clear goal the achievement of the second. The development is considered nowadays one human right belonging to the fourth generation, whose realization could be only made through the cooperation among nations and people from the world. Thereof has a new meaning that become a guarantee (from a politic point of view) for the effectiveness of this right and that overcome the traditional sense of the International cooperation (development) that has born after the Second World War as a instrument to channel the relationships between the North and the South.
