Abstract
The economic, social and cultural rights are not considered "real" rights by some scholars who think, firstly, that they are not directly enforceable, and that their implementation is too expensive to be effective in many countries. In this paper we defend, however, that these arguments are not valid and that, therefore, social rights are as enforceable as civil or political ones. We will also approach to the human rights situation in Colombia and the jurisprudence of the Constitutional Court of this country about it.
