Abstract

This research is based on the legal and procedural analysis established in the procedure for recognition of the dependency situation and in the access to economic benefits or services in our national and autonomic territory. First, as a result of the adoption of Resolution (98) 9 of the Committee of Ministers of Member States and its transposition to our State, outlining multiple aspects, such as financing, regulation, development, implementation, etc.; factors that directly affect the protection of dependents, holders of the rights discussed here. Secondly, due to the need for imperative protection that emerges after the social transformation produced in Spain during the last decades. And finally, because of our disperse territorial and legal configuration.
