Zusammenfassung

For several decades, the electoral reforms is understood as an instrument of legitimation of the system by those occupying power. With the passage of time, these were transformed into product of the consensus of a number of political forces that have implemented standards designed to achieve good governance. The elections have ceased to be ritual acts to become irreversibly, not only in the democratic mechanism that allows the periodic renewal of the public power, but also in the essential source of legitimacy of the rulers. Mexico, requires no doubt, to reform its political institutions essential to continue with the democratic progress, especially with regard to the reformulation of the role and responsibilities of the Executive Branch, the strengthening of the Legislative Branch, the collaboration between the two powers, the relationship between the citizen and the government to generate mechanisms of social control, accountability, cogeneration of public policies, and implementation of citizen participation.
