Abstract

This doctoral thesis analyses and describes the emergence, design and implementation of two cluster initiatives: i) The Andalusian Furniture Technology Centre (CITMA), established in 2007, specifically at the request of cluster companies and dissolved in 2013; Ii) The Andalusian technic-plastic innovation centre (ANDALTEC). Created in 2005 by Regional Government to support the companies located in a monopsonistic agglomeration generated by foreign direct investment (FDI). Nowadays, ANDALTEC has become "de facto” the R & D department of the subsidiary, acting as a barrier to avoid subsidiary relocation. These cases illustrate how the processes of policy formation are intrinsically political and far more complex than those described in conventional accounts based on the heroic politician. These cases illustrate that policy processes are inherently political and far more complex than portrayed in traditional linear accounts based on the heroic policy-maker. Policies are, in fact, unpredictable and fraught with uncertainty, opportunity and local specificity.
